![]() ![]() The Installations Center of Excellence, led by a civilian in the Senior Executive Service, conducts the strategic acquisition, management, and disposal of Air Force real property. The center has seven divisions: technical services, housing, operating forces design and construction, mobility and support forces design and construction, strategic design and construction, Pacific operations and European operations. The Air Force Comprehensive Asset Management Plan process enables the center and installation civil engineers to improve project delivery by increasing lead times for planning and design, ensuring earlier and more effective construction awards. ![]() The center implements standardized designs for similar facility and infrastructure types and seeks other cost-reduction strategies such as packaging multiple single-facility requirements into "whole facility investments" and regional acquisition efforts. The Facilities Engineering Center of Excellence provides centralized facility design and construction for military construction, restoration and modernization, sustainment, and military family housing. The directorate is organized into four divisions: Restoration, Technical Support, Compliance and Operations.įacilities Engineering Center of Excellence The directorate develops execution strategies for environmental and sustainability issues, projects and programs based on best practices garnered from experience and research. The Environmental Center of Excellence members provide environmental technical assistance and advice to Air Force installations, major commands and other clients. The Environmental Center of Excellence is responsible for managing the Air Force restoration, compliance, sustainability and National Environmental Policy Act programs. The directorate has five divisions: Performance Measurement and Analysis Program Development Program Execution Rates and Renewables and Utilities Privatization. They identify, evaluate and help implement technologies and funding strategies to reduce Air Force energy consumption and costs to meet federal energy goals. The Energy Directorate, located at Tyndall Air Force Base, Fla., consists of engineers, energy experts, contract officers and support staff who provide expertise to installations and Major Commands. The center has seven directorates: Energy Environmental Center of Excellence Facilities Engineering Center of Excellence Installations Center of Excellence Operations Planning & Integration and Readiness and Emergency Management. The Air Force Civil Engineer Center is led by a civilian in the Senior Executive Service. Conducting operations at more than 75 locations worldwide, the center oversees the annual execution of $11.8 billion in contracts, manages $7 billion in housing and $5 billion in Enhanced Use Lease portfolios, and indirectly controls $49 billion in contract vehicles. The center's missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The center is responsible for providing responsive, flexible full-spectrum installation engineering services. Turner’s two buildings are due to be completed by December 2027.The Air Force Civil Engineer Center, located at Joint Base San Antonio-Lackland, Texas, is a 1,600-person field operating agency of the Air Force Civil Engineer. Corey Taylor, Turner Construction’s business manager, said : “We look forward to working with the Air Force Civil Engineer Center and the US Army Corps of Engineers on this project that will consolidate and improve operations at Offutt Air Force Base.” ![]() A 5,000-sq-ft structure will become a shipping and receiving facility. A 420,000-sq-ft, three-story building will house intelligence, training, maintenance, and reconnaissance squadrons. In March 2019 Offutt Air Base suffered a major flood and Turner’s contract is the final piece of a recovery program to raise the base above a 100-year flood plain. Turner Construction has been awarded a $389m contract by the US Army Corps of Engineers to build two structures at the Offutt Air Base outside Omaha, Nebraska to increase flood resilience.
